About BOR

Introduction

Considering the necessity and importance of systematically rehabilitating individuals who have become addicted to drugs, as well as other individuals who may be identified under the law, and recognizing that this has become a serious issue and a national concern, attention has been directed toward rehabilitating such individuals and guiding them back to a proper path. To fulfill this objective, the “Rehabilitation Bureau” was established under Act No. 2 of 2023. This bureau operates under the Ministry of Public Security and Parliamentary Affairs.

Services

Drug Addicts

This structured six-month rehabilitation framework ensures that rehabilitees receive holistic psychosocial support, targeted awareness programs, and industry-relevant vocational skills, enabling their successful reintegration into society as empowered, productive, and socially responsible individuals.

Volunteer Rehabilitation

In compliance with Section 4(a) of the Rehabilitation Secretariat Act No. 02 of 2023, the Secretariat initiated a three-month rehabilitation program on 16 October 2025 at the Navodaya Tertiary and Vocational Literacy Training Centre, Senapura, marking the commencement of rehabilitation for the first group of voluntary applicants.

Post Rehabilitation Assistance Branch

The division is mandated to gather preliminary information on individuals referred for rehabilitation through court orders for drug dependence, and to subsequently monitor, review, and support those who have completed treatment and rehabilitation and are reintegrated into society.

Ex-Combatants

The rehabilitation of 12196 misled ex-combatants, conducted under a dedicated legal framework and the leadership of the Commissioner General of Rehabilitation, followed a uniquely Sri Lankan humanitarian approach and enabled their successful reintegration into society as productive and law-abiding citizens.

Awareness Programmes

Conducting awareness programs for government officials, school students, and the community on drug prevention and the adverse effects of using dangerous drugs.

Commissioner General of Rehabilitation

The objective of the Bureau is to rehabilitate drug dependant persons or any other person as may be identified by law as a person who requires rehabilitation and which may include treatment and adoption of various therapies in order to ensure effective reintegration and reconciliation, through developing socio-economic standards

There are 13 branch offices of the Bureau of Rehabilitation island-wide to assist the reintegrated inmates to lead a peaceful life after their rehabilitation period. Those branch offices are known as “Socio-Economic and Welfare Coordinating Offices for Rehabilitated Beneficiaries” (SEWCORB)The powers, and functions of the Bureau of Rehabilitation
