Rehabilitation Centers for Voluntary Applicants

Introduction

In accordance with Section 4(a) of the Rehabilitation Secretariat Act No. 02 of 2023, the Rehabilitation Secretariat is entrusted with the duty and responsibility of rehabilitating those who request rehabilitation. Considering this need, as a first step, the Rehabilitation process for the first group of applicants will commence on 16th October 2025 at the Navodawa Tertiary and Vocational Literacy Training Centre, Senapura.

  • Applicants must be between 18 – 60 years of age.
  • Applicants must be free from contagious diseases and other debilitating health conditions.
  • Applicants should not suffer from severe mental health disorders.
  • Written consent from the guardian is required.
  • Written consent from the applicant expressing willingness to undergo rehabilitation.
  • Proof of residence, verified by the Grama Niladhari certificate.
  • Applicants must not have been involved in serious crimes or be facing such charges.
  • Applicants must not have pending court proceedings during the rehabilitation period.

  • Food and beverages according to the center’s established procedures.
  • Clothing for daily needs, e.g., T-shirts, white shirts, black trousers, exercise clothes, undergarments, bed linens, towels, rubber slippers, canvas shoes, mesh jails, head coverings, sarongs, etc.
  • Daily essentials, e.g., soap, toothpaste, toothbrush, razor, comb, mosquito nets, soap trays, hangers, cups.
  • Applicants are not required to bring any personal items for daily needs.
    • Presence of a Guardian: When a service recipient is admitted to the center, a guardian must be present without fail.
    • Written Consent: The guardian must sign the handing-over letter, confirming that the service recipient is undergoing treatment of their own free will.
    • Record of Information: Details regarding your address, the nearest police station, and emergency contact persons must be provided to the center.
    • Language Support: For Tamil or Muslim service recipients, the assistance of counselors proficient in those languages can be obtained.

    Rules Regarding Personal Belongings

    • At the time of admission, mobile phones, gold jewelry, cash, and any other valuable items must be returned to the guardian. Keeping such items within the center premises is strictly prohibited.

    Health Information

    • If the service recipient has any allergies (food or medicine), it must be mandatorily disclosed to the officers at the time of admission.

     Maintaining Contact with Home

    • First Call: The opportunity to make the first telephone call will be granted only after 20 days of arrival at the center.
    • Monthly Calls: Thereafter, facilities will be provided to make calls home on the second Sunday and the last Sunday of every month.
    • Emergency Situations: In case of an emergency, the telephone number of the Additional Rehabilitation Superintendent will be provided to the guardian for contact purposes.

     Duration and Discharge

    • The rehabilitation period is 03 months. Upon completion of this period, a guardian must personally arrive at the center to take responsibility for the service recipient.
