Overview

Introduction

Considering the necessity and importance of systematically rehabilitating individuals who have become addicted to drugs, as well as other individuals who may be identified under the law, and recognizing that this has become a serious issue and a national concern, attention has been directed toward rehabilitating such individuals and guiding them back to a proper path. To fulfill this objective, the “Bureau of Rehabilitation” was established under Act No. 2 of 2023. This bureau operates under the Ministry of Public Security and Parliamentary Affairs. In accordance with the 2007 Act No. 54 on Drug Addicts (Treatment and Rehabilitation), the primary responsibility of this secretariat is to provide treatment and rehabilitation to individuals who are addicted to drugs and are either seeking rehabilitation or are legally required to receive treatment and rehabilitation. Accordingly, under court orders, the Rehabilitation Secretariat currently operates three central facilities to care for and rehabilitate drug-addicted individuals:
  1. Navodawa Treatment Centre – Kandakadu
  2. Navodawa Tertiary and Vocational Literacy Training Centre – Senapura
  3. Saranga Centre – Vavuniya
 
These centers provide rehabilitation services for a period of six months, ensuring the care and recovery of individuals addicted to drugs. By providing the necessary basic facilities for those undergoing rehabilitation, these centers aim to promote physical, mental, and spiritual development. Various programs and activities are implemented to develop the participants’ skills, including vocational training programs designed to make their abilities economically productive. Counseling services offered at these centers assist individuals in gaining the psychological and physical strength needed to overcome drug use, and guidance is also provided to involve family members in the counseling process. In addition, to ensure that rehabilitated individuals reintegrate into society not as rejected members but as exemplary, essential contributors, a variety of specialized programs and activities are conducted under the theme “Beyond Rehabilitation”.

Organization Structure

Following a successful rehabilitation process, the bureau also aims to provide guidance and support for improving the social and economic conditions of rehabilitated individuals, and to monitor their progress. To achieve this, thirteen (13) district-level offices have been established under the bureau to coordinate economic, social, and welfare activities for rehabilitated individuals. Furthermore, awareness programs on drug prevention and education are organized nationwide to enhance public knowledge on substance abuse prevention.

The Rehabilitation bureau and its affiliated centers operate their programs in a planned and strategic manner. As a result of these efforts, in 2024, the secretariat achieved a significant milestone by obtaining ISO 9001:2015 certification for the effective and efficient execution of its functions.

Through high-quality treatment and rehabilitation processes, the bureau seeks to realize its motto, “A Healthy Mind, a Bright Future,” by enabling rehabilitated individuals to contribute their skills to the national workforce, thereby promoting both individual well-being and national development.
