Rehabilitation Centers for Voluntary Applicants

Introduction

In accordance with Section 4(a) of the Rehabilitation Secretariat Act No. 02 of 2023, the Rehabilitation Secretariat is entrusted with the duty and responsibility of rehabilitating those who request rehabilitation. Considering this need, as a first step, the Rehabilitation process for the first group of applicants will commence on 16th October 2025 at the Navodawa Tertiary and Vocational Literacy Training Centre, Senapura.

Applicants must be between 18 – 60 years of age.
Applicants must be free from contagious diseases and other debilitating health conditions.
Applicants should not suffer from severe mental health disorders.
Written consent from the guardian is required.
Written consent from the applicant expressing willingness to undergo rehabilitation.
Proof of residence, verified by the Grama Niladhari certificate.
Applicants must not have been involved in serious crimes or be facing such charges.
Applicants must not have pending court proceedings during the rehabilitation period.

Food and beverages according to the center’s established procedures.

Clothing for daily needs, e.g., T-shirts, white shirts, black trousers, exercise clothes, undergarments, bed linens, towels, rubber slippers, canvas shoes, mesh jails, head coverings, sarongs, etc.
Daily essentials, e.g., soap, toothpaste, toothbrush, razor, comb, mosquito nets, soap trays, hangers, cups.
Applicants are not required to bring any personal items for daily needs.

The guardian must be present when handing over the applicant to the center.
A handover letter signed by the guardian confirming voluntary admission must be prepared by the center.
Details of the applicant’s address, nearby police station, and emergency contact persons must be recorded by the police officer assigned to the center.
Upon arrival, the applicant’s mobile phone, jewelry, cash, and other valuables must be handed over to the guardian.
For Tamil and Muslim applicants, support from counselors proficient in the respective languages must be arranged.
Any special health conditions of the applicants must be recorded upon arrival.
Telephone contact must be established with the applicant’s home after 20 days of admission for emergency purposes, and subsequently on the second and last Sunday of each month.
At the end of the 3-month rehabilitation period, the guardian must be present for the handover.
For emergency contact, the Rehabilitation Officer’s phone number may be provided to the guardian.
