Overview and Functions

The Office of the Commissioner General of Rehabilitation, established to provide rehabilitation for ex-combatants and individuals addicted to illicit drugs referred under court orders, has been formally constituted as the Rehabilitation Bureau under Act No. 2 of 2023. This Rehabilitation Authority currently operates under the Ministry of Public Security & Parliament Affairs 

Under Act No. 54 of 2007 on the Treatment and Rehabilitation of Drug-Dependent Persons, the primary responsibility of this Authority is to provide treatment and rehabilitation to individuals addicted to illicit drugs who have been referred for such intervention or are legally mandated to receive it.

To achieve this, the Authority currently operates three specialized centers:

  1. Support abstinence from illicit drugs and facilitate behavioral change through structured psychological treatment programs.
  2. Enhance the living environment of rehabilitees, reducing the risk of relapse into drug abuse.
  3. Provide vocational skills and guidance to enable employability and productive participation in society.

Strengthen family institutions by promoting awareness of their importance, fostering interpersonal relationships, and supporting economic, social, and welfare activities essential for family sustainability.

Over a six-month rehabilitation period, all rehabilitees receive essential facilities and participate in a structured program guided by psychiatrists, counselling officers, external professional experts, and vocational training instructors. These programs include:

  • Physical, mental, and spiritual development activities
  • Specialized awareness and educational programs
  • Vocational training

Upon completion of the rehabilitation program, rehabilitees are reintegrated into society as responsible, non-stigmatized individuals with practical skills, social awareness, and the knowledge to contribute meaningfully to the country.

Rehabilitation programs of six (06) months’ duration are conducted according to a structured schedule while providing all basic facilities required by individuals referred for rehabilitation. These programs are implemented with the participation of recognized Sri Lankan psychiatrists, counseling officers, suitably qualified external professional officers, and resource persons.

Within this period, physical, psychological, health, and spiritual programs are carried out. Through the implementation of these programs, the physical and mental well-being of rehabilitation beneficiaries who suffer from various physical and psychological disorders is enhanced. In addition, the programs help to develop positive attitudes and constructive thinking, free individuals from harmful drug use, and reintegrate them into society as productive and responsible citizens.
