At the end of the war, 12196 misled combatants were simultaneously directed towards rehabilitation. The rehabilitation of these individuals, carried out in accordance with accepted humanitarian principles through a uniquely Sri Lankan rehabilitation process, was successfully completed within a very short period of time — a remarkable achievement.
To establish the necessary legal framework ensuring the protection of the human rights and security of these misled combatants, several special gazette notifications were issued:
By Extraordinary Gazette No. 1492/9, dated 12 September 2006, Mr. Suhada K. Gamlath, Secretary to the Ministry of Justice and Law Reforms, was first appointed as the Commissioner General of Rehabilitation.
Subsequently, as the number of misled combatants surrendering to the government during humanitarian operations increased, a senior officer of the Sri Lanka Army, holding the rank of Major General or Brigadier, was appointed as the Commissioner General of Rehabilitation. With the cooperation of the tri-forces personnel, the rehabilitation program was carried out successfully.
This rehabilitation process, which initially began with 24 centers, has now reached its final stage. As of 31 December 2021, a total of 12,196 LTTE rehabilitees had successfully completed the rehabilitation process and were reintegrated into society as productive and law-abiding citizens.
